A sister of a man in the Hockley County Jail wrote to the Texas Commission on Jail Standards complaining about mistreatment of her brother. At the end of her statement, she made a good point about the staff that applies to many other correctional officers: “They want the inmates to go by rules but I think they should go by their own rules also.”
