• After reviewing the 30 minute face-to-face observations for inmates confined in the holding and detoxification cells, there were numerous times facility personnel exceeded the 30 minutes by 1 minute up to 142 minutes.
• After reviewing the 60 minute face-to-face observations for all inmates, there were numerous times facility personnel exceeded the 60 minutes by 1 minute up to 82 minutes. Technical assistance was provided during the previous inspection in this area.
