The jailers exceeded the required 60 minute visual face-to-face observations from 54 minutes up to 1 hour and 35 minutes. Although the observation logs indicated that the observations were completed as required, a review of video verified that the jailers are not conducting visual face to face observations as required by minimum jail standards.
The jailers exceed the required 30 minute visual face-to-face observations in areas where inmates are known to be assaultive, potentially suicidal, mentally ill or who have demonstrated bizarre behavior from 30 minutes to 1 hour and 57 minutes. Although the
observation logs indicated that the observations were completed as required, a review of video verified that the jailers are not conducting visual face-to-face observations as required by minimum jail standards.
After reviewing video, it was determined that there are times that jailers are not in their assigned wings which violates the staffing agreement submitted by the facility administration on April 10, 2018.
