Notes and Summary
  • There was no documentation to verify that the magistrate was notified in accordance with Article 16.22 of the Code of Criminal Procedures
  • After reviewing documentation and video evidence in conjunction with self-reporting of facility administration, it was determined that the face-to-face observation, prior to the inmate being discovered, did not occur due to the inmate obstructing the view of the jailer by placing a blanket on the cell door. While the jailer made a round within the
    required time period, the jailer did not view the inmate face-to-face as required by minimum jail standards.

SUICIDE SUSPECTED in JAILED DEPUTY’s Death
Another private jail, Geo, failed to properly supervise and conduct face-to-face observation which contributed to this suicide.

“That’s their prisoner, but unfortunately he’s housed in our county,” Karnes County Sheriff Dwayne Villanueva said. “He was being housed at the Karnes County Correctional Center with GEO Group. He was a Bexar County inmate we were housing.”
