While conducting the walk-through of the Bi-State facility, it was determined that multiple single cells did not contain a seat, separate from the bunk, for inmates to sit as required by minimum jail standards.

While reviewing electronic observation logs, it was determined that jail staff are consistently exceeding the required 30 minute observations from 1 minute up to 27 minutes.
