Dr. Eboni L. Ceasar is a nationally recognized social work leader, educator, and strategist whose work advances mental health equity, workforce development, and community-centered systems change. She serves as Director of Social Work in the Department of Psychiatry & Behavioral Sciences at Dell Medical School at The University of Texas at Austin, where she leads initiatives that expand access to behavioral health care and strengthen the social work workforce across Texas.

As Board President of Texas Jail Project, Dr. Ceasar provides governance leadership, strategic guidance, and organizational stewardship in support of the organization’s mission to challenge mass incarceration and advocate for people held in Texas county jails. She works in close partnership with executive leadership and board members to strengthen organizational sustainability, deepen community accountability, and support long-term strategic growth.

Dr. Ceasar brings deep expertise in behavioral health systems, interdisciplinary collaboration, and workforce sustainability to her leadership role. Her work focuses on building scalable, equity-driven models that support communities impacted by systemic barriers to care, including individuals navigating the criminal legal system. She has led innovative training and workforce initiatives that prepare clinicians to serve high-need populations through culturally responsive, evidence-based, and trauma-informed approaches.

In addition to her academic and health system leadership, Dr. Ceasar serves as President of the National Association of Social Workers–Texas Chapter, where she works to strengthen the social work profession, advance policy priorities, and support the well-being and leadership of practitioners statewide.

Dr. Ceasar’s leadership is grounded in collaboration, relationship-centered practice, and a strong commitment to ensuring that communities most impacted by inequity have access to compassionate, high-quality care and sustainable systems of support. Her board leadership at Texas Jail Project reflects a shared commitment to dignity, accountability, and community-led solutions beyond incarceration.
