Notes and Summary

 

  • The control panel for all the doors is located in the dispatch area. Upon our arrival, all of the doors on the east side of the jail and the dispatch area were left unsecured. TCJS received credible information to prove that by not securing the doors to the control room, inmates have
    had access to the control panel in the past which is not allowed by minimum jail standards.
  • Upon our arrival, it was determined that a security camera has been mounted in such a position that it will not allow a security door to close. As a result, the security perimeter of the facility is compromised.
  • During an interview with staff and inmates, it was determined that there are leaks in the roof in the following inmate occupied areas: D1, F1, F2 and the wall closest to the shower area. The lock to Dayroom-DE is not operational.
  • After receiving credible information and interviewing inmates, it was determined that an inmate
    opened doors for jail staff to access a cell area during a fight. It was also determined that the
    inmate, using jail keys, opened the gate to the west side of the jail to allow a jailer into the
    booking area. During the time the jailer was on the west side of the facility, the inmate was on the computer in the booking area which has access to the VRSS and livescan systems which is a violation of minimum jail standards.

This report has stayed on the Commission’s site for a year and a half now.
