Notes and Summary
  • Of the 20 files, 3 were not processed in accordance with CCP 16.22 [which mandates procedures for intake screening to identify inmates
who are known to be or observed to be mentally disabled and/or
potentially suicidal]. The 3 files processed incorrectly were sent to the magistrate late, ranging from 1 hour and 15 minutes to 36 hours.
  • The team discovered that only 2 jailers were on duty with an inmate count of 71. One jailer is required in the control room, leaving only one jailer on the floor to supervise the inmates. Further investigation found that during the nights and weekends, the facility failed to meet the minimum standard requirement of 1 staff member per 48 inmates.
  • A complaint was received that a shower had not been offered in 5 days. It was discovered that the shower in the cell was inoperable. Staff was unable to provide documentation indicating a shower had been offered.
  • During the walk through it was discovered that the cold water in the holding cells and detox cells was inoperable. In addition, the hot and/or cold water in multiple lavatories was inoperable in housing unit C, H and P.
