Notes and Summary
  • Deficiencies from the FY 2018 annual inspection still exist. Ensure that repairs to the foundation and the ceiling are completed. During the walk-through, this inspector observed two large holes in the foundation of the jail. One hole was secured in a cell but the other could not be secured in the inmate library. Also, numerous holes in the ceiling of the secured facility were observed leading above ceiling grade. The holes in
    the facility were covered with plywood and non-detention grade screws
  • During the review of the 30 minute face-to-face observations of inmates in holding, it was determined staff exceeded the 30 minutes required by minimum standards by 1 minute up to 29 minutes.
  • Deficiencies from the FY 2018 annual inspection still exist. During the walk-through of the facility, this inspector observed multiple sanitation issues. All showers, except those few recently remodeled, have peeling paint and are covered in an unknown black substance. Privacy shields contained severe rust on the panels and the mounting points on the floor.
  • Deficiencies from the FY 2018 annual inspection still exist. During the walk-through of the facility, this inspector observed multiple maintenance issues. Several privacy shields had loose bolts and were rusting which prevents them from being secured in place. Several tables in the dayrooms and multipurpose rooms were found to be
    missing bolts causing them to not be properly secured. Other areas included holes in the concrete walls, television stands missing bolts, furnishings are not secured with detention grade screws, and large unfilled cracks in the walls.
